Problem: Service-sector employment shows signs of following the long-term trends of farm and blue-collar labor, down to about 2% and 17%, respectively, of the U.S. workforce. Through white-collar automation -- as well as offshoring of technical, financial, customer service and other white-collar work -- middle-class incomes are in jeopardy.

Large numbers of new, better U.S. jobs need to be created, but there is no current strategy for doing so.

Solution: The issue needs to be thoroughly investigated and defined; a practical job-creation strategy needs to be developed; and solutions need to be implemented by business, governmental, and non-profit organizations.

A "Human Edge Institute" is proposed for assuming this task. It will be a multi-disciplinary effort involving major universities, corporations, governmental agencies, and foundations.
